Kosovo : la OTAN y su nueva estrategia

Abstract

After a year of negotiations with the President of Yugoslavia, NATO, without the express authorization of the United Nations Security Council, began air strikes and missile attacks to force S. Milosevic to accept the conditions that had been established at the Rambouillet Meeting: immediate ceasefire in Kosovo; the withdrawal of the Serbian military forces from the province; the restoration of Kosovo's autonomy, the acceptance of NATO occupation forces and the holding of a referendum. Despite the intensity of the air strikes carried out for six weeks, the Government has not accepted the conditions imposed. After fifty years of existence of NATO, its members have agreed to adopt a new strategy and leave the framework of the United Nations and go beyond the exclusivity that the Security Council has in matters of International Security and Defense.
