Abstract

In the current difficult situation in Cuba, internal factors and multiple external global, regional and third world processes converge. At the beginning of this crisis, in 1986, the island had an international political-military weight and great social development. Thus, the political measures that were taken on that occasion were part of a process of rectifying errors and deepening socialism. However, in 1990, faced with the changes and the fall of socialism, a strategy of survival and isolation from the outside was chosen, called a "special period". To understand the process, in the present work four categories of sociopolitical actors are distinguished and their different positions are explained. Finally, the possibilities that exist to get out of the dilemma are mentioned: reduce military spending, reintegration into the international economy and undertake democratization.
