Abstract

The eighties have shaken Latin America with two phenomena of an intensity never seen before. The first is the speed of technological change in the world economy, which has brought about technological transformations in the industrial, financial and service systems. The second is the financial "crush" of Latin America, derived from its external debt, which has caused a regression of enormous proportions. Given these facts, it is worth asking how they affect the global insertion of Latin America and how they affect the vulnerability of the region. With this purpose in mind, this paper addresses the issue from two angles: a) Changes in the world economic map and the position of Latin America and b) The recent operation of industrialized economies and their impact on our region.
