Abstract

The new forms of concertation between some Latin American governments are inserted within the evolution of the cooperation process in the region. It can be said that it has gone through three stages. The purpose of this report is to initiate the analysis of this last stage, whose characteristics and durability remain to be seen, based on new forms of multilateral diplomacy or direct coalition between Latin American governments for the collective management of international problems. This work aims to provide a minimum conceptual framework for a study made with a pluralistic approach and deliberately focused on the description of this phenomenon, to give a vision about the evolution of the regional cooperation process in Latin America, within which the emergency of these new forms of direct coalition is inserted, with the purpose of facilitating the understanding of this phenomenon.
