Abstract

Antarctica has been a pole apart, both because of its geographic isolation and because of its immunity from conflicts that create divisions in the international system, including among the members of the Antarctic Treaty. However, lately it has had to face increasing political pressures, coming particularly from the developing world, either to obtain greater participation in decision-making or to replace it. In September 1982, Malaysia raised the issue of Antarctica at the United Nations. The following year, with the support of the "Non-Aligned Countries" movement, succeeded in getting the issue on the agenda of the General Assembly. These developments contrast with previous attempts to internationalize the treatment of the subject. In this paper an analysis is carried out focused on those factors that explain the emergence of Antarctica as a topic of international interest in the eighties.
