Abstract

This essay presents an overview of some of the issues that are included in the formulation and implementation of science and technology policies in relatively less developed countries. The study is based on observations that have been made over a five-year learning process as part of the Science and Technology Policy Instruments (STPI) project. The focus of the STPI project was directed towards technological aspects of science and technology policies, and industrial technology in particular. That perspective is reflected in this essay, which was adopted during the research as a way to limit its scope.
