Dependencia estratégica y no-estrategica : materias primas y relaciones internacionales en la perspectiva de la crisis petrolera

Abstract

As a political event, the oil crisis has called into question the current structure of world power. The crisis, in effect, has shown that the powerful were not so strong and the weak so fragile. However, the major significance of the crisis for our purposes is that it has come to defy most of the classical predictions and interpretations of international relations. This work aims to introduce new elements that help us understand the current international situation. We argue that all countries experience a situation of "strategic dependence" characterized by a greater or lesser deficit with respect to some key commodities, which is significantly affected by the actions of producer cartels and which, in turn, has repercussions in the various security schemes of nations.
