From the Beagle crisis to the 1979 Montevideo Act: the mediation process in a «two-level game»

Abstract

This paper analyses the establishment process of the Pope's mediation on the conflict between Chile and Argentina for the Beagle Channel. This article argues that the opportunity of a mediation agreement was subordinated to the political power structures of both dictatorships. The author proposes an explanation of the Montevideo Act laid down on a «two-level game», in which the conflict and cooperation relations between these countries are an outcome of the internal equilibrium changes in the Argentine military regime.
